The Municipal Heritage Register

Under Section 27 of the Ontario Heritage Act , ever municipality in Ontario is required to maintain a Municipal Heritage Register of all designated properties of cultural heritage value or interest. Section 27(1.2) of the Ontario Heritage Act , as amended, allows municipal councils to expand the Municipal Heritage Register to list properties that have not been designated, but that the municipal council believes to be of cultural heritage value or interest. 

Designated Heritage Properties in South Huron 

Below are the buildings, structures and artifacts of historical significance in South Huron that have been designated under the Ontario Heritage Act.

Stephen - Ward 1

Heritage Attributes: 

Key features that contribute to the significance and value of the home and which are to be designated for heritage preservation include:

  • The Royal Canadian Air Force base in Centralia was constructed in 1942 and served as a flight training school until 1966.
  • Thousands of pilots from the British Commonwealth countries around the world learned their flying skills in Centralia. 
  • The base comprised over seven hundred acres and included larger hangar buildings as well as three hundred and sixty one homes. 
  • In 1967 the base was closed and the property transferred to the Ontario Development Corporation and named Huron Park. 
  • The Ontario Development Corporation now operates the base as an industrial and residential park. 
  • Most of the original buildings have been upgraded and are now leased for industrial purposes. 
  • The ice arena, built in 1964, was transferred to the Township of Stephen in 1979, and has been operated by the Township to serve the surrounding community since that time. 
  • The Stephen Township Arena is the only remaining structure that typifies the air force heritage of our community. 
  • The structure is constructed of western fir in the traditional barrel roof or quonset hut style. 
  • The ice surface is one of the few remaining sand floors in Ontario (until recently updated). 
  • Stephen Township Council has agreed that the building is of historical, architectural and recreational value and must be officially protected. 
  • The historical significance was demonstrated in 1992 when hundreds of air force service personnel returned to Centralia from around the world to celebrate their heritage together. 
  • Designating Stephen Township Arena as a heritage building will ensure it remains a proud reminder of our RCAF heritage, and the focal point of youth recreation within our community.

Key features that contribute to the significance and value of the home and which are to be designated for heritage preservation include:

  • Huron Country Playhouse is a valuable asset and resource to the Township of Stephen and surrounding communities. 
  • The Board of Directors are undertaking special efforts to safeguard the heritage of Huron Country Playhouse and to recognize its value and importance to the area it serves. 
  • Translating this recognition into a tangible form of protection for Huron Country Playhouse is important to the heritage of the theatre and the community within the Province of Ontario. 
  • Once designated, Huron Country Playhouse will gain a measure of protection from demolition or unsympathetic alteration. 
  • Designation also works hand in had with other forms of recognition. 
  • Every community in Ontario possesses a unique  and special heritage that is important to the Province. 
  • Huron Country Playhouse, although a modest structure, is precious evidence of the variety and quality of theatrical and human history that has survived in our community.

Henry Eilber House

Key features that contribute to the significance and value of the home and which are to be designated for heritage preservation include:

  • All features of the original wrap around the front verandah, including the columns, bases, railings , and newel posts and spindles.
  • Victorian dental trim and mouldings and basic structure top to bottom.
  • Ornately carved original double front entry and side doors with beveled glass panels and the leaded crystal design transom.
  • The leaded crystal diamond pattern upper windows in the parlour and front bedroom.
  • Original stained glass triple bay windows on front staircase wall.
  • Original stained glass oval window on side of front balcony.
  • Three (3) high Victorian attic peaks on the northeast and west sides incorporating all original period architectural features thereon.
  • Cut wooden shake shingles.
  • Three (3) sets of twinned upper mullioned windows with top triple brackets and ornamental carving on window trims.
  • Victorian dental trim and ornate gable end facing.
  • Original eve brackets with ornamentation on south peak over bay wall of house.
  • Side rear verandah ornamental pillars with top winged brackets and adjoining gingerbread and Victorian dental trim, carving and mouldings.

The Town of Exeter Town Hall was designated as being of architectural and/or historical significance.

  • The all-white-brick construction of the home, with unique red brick frame accents above each window.
  • Original Victorian corbel mouldings and basic structure top to bottom.
  • Original front entry door with stained glass panel and the stained glass transom.
  • Original stained glass above three large first floor windows.
  • Original stained glass above large front bedroom window.
  • Four original (4) large sash windows on the north, west (upper and lower) and south sides of the home.
  • Original Victorian side porch fully in tact, with original carved pillars, newell posts, mouldings.

Heritage Attributes: 

Key features that contribute to the significance and value of the home and which are to be designated for heritage preservation include:

  • The house was built in 1865 by Mr. John Strang, a stone mason who immigrated from Scotland in 1850
  • The 1.5 story stone house and its location on the top of a steep hill represents the Scottish heritage of its master craftsman
  • The stone house was built from field stone secured from boulders in the Ausable River Valley on Lot 7, North Thames Road and limestone cut from the quarry in St. Marys was used for window and door caps and sills
  • The oak joists were hand hewn from timber cut on the farm
  • This structure is also representative of other stone houses erected in Usborne Township by John Strang at Lot 35, Concession 1, Lot 33 Concession 2 and Lot 22, Concession 3 
  • This house has been the Strang family home for over 4 generations
  • The house was used as the Township Municipal Office from 1919 to 1935 when John's son Henry was the Municipal Clerk and again from 1947 to 1965 when Henry's son Harry was the Municipal Clerk

Being listed on the Municipal Heritage Register as a non-designated list does not restrict renovations to a building or place any other restrictions on a property unless the owner proposes to demolish or remove any building or structure located on the property. Owners of non-designated properties listed on the Municipal Heritage Register must provide the Municipality with 60 days written notice of intent to demolish or remove any structure or building located on the property. This 60 day period allows staff, Heritage Advisory Committee and Municipal Council the opportunity to discuss alternatives to demolition, to obtain photo-documentation of the property prior to demolition or time to proceed with intent to designate the property under the Ontario Heritage Act.

Being listed on the Municipal Heritage Register as a non-designated property does not imply designation or prevent you from being designated under the Ontario Heritage Act.

Recent legislative changes the Ontario Heritage Act requires any non-designated property currently listed on the Municipal Heritage Register to complete the designation process within two (2) years of January 1, 2023, or the property is removed from the Municipal Heritage Register and is prohibited from being added back onto the list for five (5) years. 

Background and Purpose of the Municipal Heritage Register

The Municipal Heritage Register is the official list of cultural heritage properties that has been identified as being important to the community. It is an important tool to help a municipality monitor its cultural heritage resources and plan for their conservation.
