Finance and Budget

The Financial Services Department is responsible for the financial and accounting matters of the Municipality. Services include taxation, water and wastewater billing, garbage and recycling billing, annual budgeting, asset management, procurement, and collections and investing.

The Municipality of South Huron's infrastructure assets are key resources used to provide services to the public. All of these resources contribute to the local economy and improve the quality of life for residents. These assets include:

  • The delivery of a safe and efficient road network, that includes bridges, culverts, sidewalks and street lighting
  • Safe drinking water
  • Environmentally sound wastewater treatment
  • Efficient storm water management
  • Safe recreational facilities
  • Managing sage, reliable and right sized municipal fleet

Asset Management Plan

An Asset Management Plan helps the Municipality make the best possible decisions regarding the construction, operation, maintenance, renewal, replacement, expansion and disposal of infrastructure assets while minimizing risk and cost to taxpayers and maximizing service delivery. 

The Municipality has updated their Asset Management Plan to meet the regulatory requirements of Ontario Regulation 588/17 for 2024.

Staff have prepared A Guide to Reading the Municipality of South Huron's Asset Management Plan to assist with terminology and provide information on asset categories when reading the Asset Management Plan.

Asset Management Policy

The Municipality's Asset Management Policy outlines the commitment for establishing the framework for asset management at the Municipality of South Huron and communicates South Huron's leadership, responsibility and duty with regards to asset management to its managers, employees and stakeholders. An official version of the policy can be obtained by contacting the Treasurer.

The Municipality of South Huron prepares an annual budget that is approved by Council. The annual budget allocates resources to public services and projects and balances the resources drawn from the community against the demands for services and projects, while keeping municipal taxes and user fees within acceptable limits and ensuring that services are sufficient. The budget covers the entire municipality's operational areas, including building and development services, cemeteries, emergency services, recreation services, transportation, water, wastewater, storm sewer and solid waste.

Each year the South Huron council approves a budget that is made up of the following:

  • Operating - The revenue in this budget is primarily from property taxes and user fees. The budget covers the day to day expenses of the Municipality for municipal services and programs. Some examples are road maintenance and repairs, snow removal, community services and programming, by-law enforcement, and fire and police services.
  • Capital - The revenue in this budget can be from property taxes, reserves, development charges, debt, grants and co-share with others, such as the county or developers. The capital budget is a multi-year financial plan that provides for the construction of new assets or rehabilitates existing ones, including roads, sewers, watermains, bridges, fleet replacements and more. The capital budget includes future financial resources required to finance capital projects.

South Huron Council has set Special Council meetings for 2025 Budget purposes on the following dates:

  • Monday, September 23, 2024
  • Monday, October 28, 2024
  • Tuesday, November 12, 2024
  • Monday, November 25, 2024 (if required)

The 2024 Budget was adopted by By-Law #01-2024 at the January 15, 2024 Regular Council Meeting. The 2024 Budget was deliberated by Council at their September 25, 2023October 23, 2023November 27, 2023 and December 11, 2023 meetings. The 2023 Budget was deliberated by Council at their November 28, 2022, December 12, 2022, and January 4, 2023 meetings. The 2022 Budget was adopted by By-Law #90-2021 at the December 20, 2021 Regular Council Meeting. The 2022 Budget was deliberated by Council at their September 27, 2021, October 25, 2021, November 22, 2021, and December 8, 2021 meetings. The Municipality's financial statements include all assets, liabilities, equity, revenues and expenditures that are under its care and control. Financial statements are audited yearly by a professional accounting firm to ensure that they provide an accurate presentation of the Municipality's financial position.

Financial reporting is completed to help with decision making and increase public accountability and transparency. Financial Statements are an important tool for Council and administration to use to report to the taxpayers on the municipal services provided with the resources at their disposal.

Taxes

Each year, the Municipality of South Huron adopts the annual budget to levy and collect taxes for various purposes. The Municipality establishes tax rates for local municipal services, and also collects taxes for the upper tier County of Huron and the four local school boards. The authority governing the municipal tax process is the Municipal Act, S.O. 2001.
