The Chief Administrative Officer (CAO) is appointed by Council. The CAO directs and co-ordinates the general management of business affairs of the corporation, in accordance with the Bylaws, policies and plans approved by Council to ensure the delivery of high quality services and facilities which preserve or enhance the social, economic and physical well being of the community.
The CAO is responsible to ensure that innovative programs and services are developed and implemented to meet the ever-changing needs of the community, while ensuring fiscal responsibility.
The CAO also acts as the liaison between Council and the Municipal staff. The CAO ensures that Council directives are coordinated between Municipal departments and relevant agencies and that the decisions and plans of the elected officials are carried out within the context of the values and strategic directions of the corporation.

The plan is a long term comprehensive strategy that guides and aligns the Municipality's work and spending with the community's priorities and vision for its future.
The plan, which creates a framework under which all of the Municipality’s activities are based, was developed though direction provided by Council.
